Is it possible to create an “excess returns” report based on a static hurdle rate rather than an index? For example, at the end of the year, I would like to know what my portfolio has returned on an absolute basis above a 6.5% hurdle rate.

The primary practical purpose of such a report is to quantify outperformance for the purpose of paying bonus at the end of the year.
The goal of my company’s portfolio is to generate excessive real returns over a long period of time, not necessarily to match or beat a specific index. I use 6.5% as a benchmark for theoretical equity premium.
